Someone not saved is still living in the flesh (for themselves), still held under the law of sin and death, under the power of corrupt principles, cannot set their hearts right with regards to the love of God, cannot overcome worldly lusts, and cannot receive or understand any influences or power from the Holy Spirit.
Once saved, there is still the struggle of sinning due to our depravity. Our sin and sin nature dwelling in a person no longer proves its ruling or power over him/her. (Psalm 119:133b)
Our earnest desire to obey God increases as we grow in grace.
